Haryana government to adopt the concept of e-Bank Guarantee; Read details

Chandigarh, December 29, 2023:

Haryana Chief Minister Manohar Lal, following the launch of the Haryana Engineering Works Portal https://works.haryana.gov.in to enhance facilities for contractors and realize the vision of a paperless, faceless, and transparent system, has taken another step in the direction of e-governance.

The state government will soon accept bank guarantees provided by contractors for engineering works in the form of e-Bank Guarantees. 

This move is expected to provide significant convenience to contractors interested in working on engineering projects in the three primary engineering departments of the government i.e Public Works Department, Irrigation and Water Resources Department, and Public Health Engineering Departments, saving both time and effort under ease of doing business.

Chief Minister, Manohar Lal was presiding over the review meeting of Haryana Engineering Works Portal here today.

During the review meeting, CM directed officers that once the work is uploaded on the portal and administrative approval is obtained, there should be no delay in providing technical approval. If technical approval remains pending for more than 90 days, action will be taken against the concerned, as per the rules.

During the meeting, a presentation regarding e-bank guarantee was also given by the representatives of National e-Governance Service Limited. It was apprised in the meeting that at present the process of bank guarantee (hard copy) given by the contractors is long, which takes about 5-6 days. 

Whereas with e-bank guarantee this work can be completed in only 3-4 hours. This will facilitate contractors as well as government departments.

It was further apprised in the meeting that sometimes the departments are not able to know when the bank guarantee of which contractor is expiring and they are also unable to encash the conditional bank guarantee, which also causes financial loss. 

Adopting e-Bank Guarantees through this portal will also alert departments about the expiration of bank guarantee periods.

Additional Chief Secretary of the Finance Department, Sh. Anurag Rastogi, Principal Secretary to Chief Minister, Sh. V. Umashankar, Advisor to Chief Minister (Irrigation), Sh. Devender Singh, Commissioner and Secretary, Irrigation and Water Resources Department, Sh. Pankaj Agarwal and other officers were present in the meeting.
